On February 5, 2003, during the session of the Sangguniang Bayan of Pandan in Antique, the SB Members with the Vice Mayor as the presiding officer finally discussed about issuing a resolution on the proposed diesel power plant in Patria, Pandan, Antique, Philippines.
Among the Sangguniang Bayan Members, two (2) voted NO to the power plant, they are against the diesel power plant, three (3) voted YES for the power plant, and three (3) abstained from voting and two (2) were absent or not present to vote. The two (2) Sangguniang Bayan Members who voted against the diesel power plant, who said NO to the power plant, were Hon. Celedonio A. Dionela and Hon. Jesus A. Dionela.
